Regulator appoints interim managers to community centre charity

The Charity Commission has appointed two interim managers to a community education charity because of governance concerns.

Eldonian Community Trust, which is based in Liverpool, aims to advance education and to establish or secure a community centre.

The regulator opened a regulatory compliance case into the charity in 2022 over concerns about its governance. On 21 August 2024, the commission escalated its case to an inquiry.

It said today it had appointed Sarah Tomlinson and Phill Watts of Anthony Collins Solicitors as interim managers at the charity on 24 October.

Their role is to undertake certain duties to the “exclusion of individuals who have been acting as trustees” at the charity, the regulator said.

The managers will be responsible for appointing new members to the charity, in line with Eldonian Community Trust’s governing document.

Tomlinson and Watts will also be tasked with identifying the skills required on the charity’s board and deciding on members who may be willing to stand for elections at an annual general meeting.

The managers will also be responsible for calling an AGM before the end of January to be held either at the Eldonian Village Hall or within a two-mile radius.

The regulator’s inquiry into the charity remains ongoing.

Eldonian Community Trust has been contacted for comment.
