Housing charity to acquire data consultancy

A Scottish housing charity is set to acquire a consultancy firm for an undisclosed sum.

Scotland’s Housing Network provides benchmarking and data insights for the nation’s social housing sector and more than two-thirds of Scottish social landlords are its members, according to the charity’s website.

The charity said it would acquire CD Consultancy on 1 April and said the acquisition marked a “significant milestone” because SHN had enjoyed a decade-long partnership with CDC in delivering validation work.

Christine Dugan, founder and director of CDC, has stepped down after 13 years at the charity and said she was happy to pass the torch to SHN.

In preparation for this exciting merger, both organisations have been working diligently behind the scenes to ensure a seamless transition,” Scotland’s Housing Network said.

“CD Consultancy has been offering expert training, advice, guidance and mentoring to SHN, enabling it to hit the ground running in April. 

“Concurrently, SHN has been integrating this new service into its established portfolio, ensuring it aligns with its values as a registered charity.”

Ross Morris, service improvement manager at SHN, will lead the delivery of the new services on behalf of the charity.

Dugan will continue to provide quality assurance services to SHN throughout 2025/26.

Andrea Finkel-Gates, chief executive of SHN, said the acquisition was a natural expansion of services the charity already offered.

“It has been a privilege to work with Christine over the years and to learn from her vast knowledge and experience,” Finkel-Gates said.

“We are delighted that SHN can ensure this fuller service remains available to the sector, maintaining the exacting standards that landlords have come to expect from CDC.”

Dugan said the acquisition would ensure the “high standards and quality of service” built over the years would continue to benefit the sector.

“I have full confidence in SHN’s ability to carry forward CDC legacy and am excited to see the positive impact this merger will have on landlords,” Dugan said.
